PROBLEM TO BE SOLVED: To provide a service list selecting apparatus capable of creating a service list desirable for a network enterprise even when a plurality of services with difference qualities can be provided at the same time.

SOLUTION: The service list selecting apparatus is provided with: a demand prediction section 12 for predicting a traffic demand; a selection probability modeling section 15 for estimating a function Ps (i, SL) representing the selection probability of a service class i in the service list SL for a segment s; an optimum service list decision section 16 for selecting an SL to optimize a target function; a predicted call occurrence rate calculation means 13; and a predicted call end rate calculation means 14, and the optimum service list decision section 16 is provided with: a unit service network resource necessary amount calculation means; an incident call unit calculation means; a steady-state probability calculation means; a target value calculation means; and a target value maximizing service list selection means for selecting a service list SL by which the target value is maximized.
