<p><P>PROBLEM TO BE SOLVED: To realize smooth recording of a digital broadcast signal having a GOP structure without data corruption from the start to the end. <P>SOLUTION: When recording, first a picture signal is encoded into a material data signal by an encoder 30 so that the record start point becomes the top of the GOP and the record end point becomes the tail of the GOP. A record start flag is inserted into the GOP corresponding to the record start point, and a record end flag is inserted into the GOP corresponding to the record end point. In a material record reproduction server 20, a flag detector 23 detects the record start flag and the record end flag in the material data signal in which the GOPs have been set. From this detection result, a record and reproduction controller 24 identifies the record start point GOP and the record end point GOP.
