PROBLEM TO BE SOLVED: To provide a scene change detecting method capable of detecting a scene change of movie data with high accuracy, a scene change detecting apparatus, a compute program, and a computer readable recording medium. SOLUTION: A CPU 11 calculates the difference of image information between a frame of a moving picture and one-preceding frame, calculates the dispersion of the difference in the prescribed number of consecutive frames, uses the calculated dispersion to calculate the deviation of the difference of the frames, and stores the number of the frame as the frame number of a scene change when the calculated deviation is greater than a threshold.
