PROBLEM TO BE SOLVED: To solve a problem that a motion vector is detected through considering the frequency components to improve encoding efficiency.

SOLUTION: When motion pictures composed of a plurality of frames are encoded motion vectors detecting device for detecting the motion vectors are provided with a differential block generating means for generating the differential block between a block in a reference frame and a block in an encoding target frame, a flatness calculating means for calculating the flatness of the generated differential block, and a vector unit detecting means for detecting a motion vector by which the calculated flatness gets highest.
