PROBLEM TO BE SOLVED: To adjust a sales amount of goods delivered in a residual period and an expected demand amount by predicting an amount of goods returned in the residual period among a transaction period being a demand unit in a demand control system for demanding payment of a price on the basis of the credit sales balance.

SOLUTION: An expected sales amount input part 401 inputs an expected sales amount on expected goods delivered in the residual period on and after present time among the transaction period being the demand unit. A predictive returned goods amount calculating part 403 calculates a predictive returned goods amount of returned goods predicted in the residual period. A predictive demand amount calculating part 404 calculates prediction on a demand amount to the transaction period from the expected sales amount, the debt balance of present time, and the predictive returned goods amount.
