<P>PROBLEM TO BE SOLVED: To eliminate a minute coefficient which is a factor of pixel deviation, by preventing the minimum value of q<SB>-</SB>scale from becoming 1. <P>SOLUTION: It is judged to be q<SB>-</SB>scale=1 or not in a step S1, and when it is judged to be q<SB>-</SB>scale=1, it is set to be q<SB>-</SB>scale=2 in a step S2. If it is judged not to be q<SB>-</SB>scale=1 in the step S1, or it is judged that processing of all macroblocks are completed or not in a step S3 and if it is judged that the processing of all the macroblocks has not completed, the processing is brought back to the step S1, and the following processing is repeated. If it is judged that the processing of all the macroblocks has completed in the step S3, the processing is completed. The minute coefficient which is a factor of pixel deviation can be eliminated by this processing, and factors of pixel deviation can be reduced.
