PROBLEM TO BE SOLVED: To provide an address encryption apparatus, an address encryption method, and an address encryption program wherein an address before encryption and an address after encryption are hardly acquired so as to make decoding of an encryption key difficult.

SOLUTION: A non-encryption area in an address space where no address is encrypted is set. An encryption section encrypts an entered address on the basis of the entered address and the set non-encryption area. For example, addresses easily acquired by monitoring a bus are placed in the non-encryption area. Thus, the security is enhanced.
