PROBLEM TO BE SOLVED: To provide a PWM switching regulator circuit characterized by reducing power consumption in a light load. SOLUTION: If a change occurs from a heavy load to a light load in accordance with the ON/OFF ratio of a signal for controlling a switch of PWM switching regulator circuit, an internal oscillating frequency is allowed to be variable from a first oscillating frequency to a second oscillating frequency which is lower than the first oscillating frequency, while, if the change occurs from the light load to the heavy load, the internal oscillating frequency is made to return to the first oscillating frequency.
