PROBLEM TO BE SOLVED: To reduce a circuit scale in an apparatus and a method for detecting a signal off in a packet transmission system of an ATM cell or the like of a plurality of channels. SOLUTION: The apparatus for detecting the signal off comprises a channel designation counter 1 for sequentially repeatedly selecting channels of a plurality of channels #1 to #n, and a signal off deciding unit 4 including a memory 2 for storing an arrival time of a packet according to counted contents of a counter 3 even when including transmission lines of a '0' system and a '1' system, judging whether the packet arrival interval exceeds a judgment time interval or not for the channel designated by the counter 1, and judging the channel to keep the signal off if the arrival time exceeds the judgment time interval.
