PROBLEM TO BE SOLVED: To provide a method and a device for providing a web page, the method and the device for describing the web page in a proper format matching a user, e.g. in a proper language and providing the web page, and to provide a program for providing the web page. SOLUTION: Web pages complying with display requests from a browser 200 are prepared in a plurality of languages by the display requests at a page processing part 109; when the browser 200 makes a display request, a list generation part 102 generates a locale list based upon order specified by an order specifying part 103 and the request processing part 108 selects a web page to be provided from the page processing part 109 on the basis of the locale list.
