PURPOSE: An apparatus and a method for electrocoating base lead of crystal oscillator are provided to uniformize plating thickness and minimize plating defect ratio by treating the surface of the base lead by electrolysis. CONSTITUTION: In constructing a base lead plating apparatus for electrocoating the lead by dipping a coupling body to which base lead is integrally connected in the insulation state into electrolyte(21) of electrolytic cell(20), the apparatus(1) comprises a supply part(30) which is mounted on the side part of the electrolytic cell(20), and on the upper surface of the body of which a guide rail(31) is formed so that the coupling body is transferred in the state that the coupling body is mounted on the guide rail(31); a transfer part(40) for dipping the lead of the coupling body longitudinally mounted on the upper part of the electrolytic cell(20) and guided from straight advance feeder of the supply part(30) into the electrolyte(21) and transferring the lead of the coupling body; a contact part(50) which is mounted on the upper part of the transfer part(40), and on the lower surface of the body of which a plurality of balls contacted with the upper surface of the lead in the operating process of cylinder(51) are mounted; and an electrode part for selectively conducting the lead and electrolyte(21) by supplying power source to anode plate(61) mounted inside the electrolyte(21) and cathode plate connected to the side part of the contact part(50).
