<P>PROBLEM TO BE SOLVED: To safely settle payment without imposing an economic burden on a user in a settlement system for settling on a public network. <P>SOLUTION: When purchasing a commodity, an enciphering module 120 for executing encipherment by a public key 121 is downloaded to a user computer 100 from a store computer 200. The user enciphers user settlement information and a settlement amount by using this enciphering module 120, and transmits these data to the store computer 200. The store computer 200 adds the settlement amount to transmitted cipher information, and transmits the data to a financial institution computer 300. The financial institution computer 300 decodes the enciphered user settlement information and settlement amount by a secret key 321, and determines whether or not alteration is made by comparing the decoded settlement amount with the settlement amount added by the store computer 200.
