PROBLEM TO BE SOLVED: To provide a technique capable of effectively protecting copyright, etc., on the basis of invisible electronic watermark information and visible electronic watermark information as a distribution technique for digital contents. SOLUTION: A transmitting side embeds additional information such as copyright-related information as invisible electronic watermark information in digital contents in advance. A receiving side decodes the additional information as the embedded invisible electronic watermark information to extract the decoded additional information as visible watermark information, reembeds the additional information in digital contents and distributes or outputs the additional information as visible information together with the digital contents.
