PROBLEM TO BE SOLVED: To solve problems that the data is read/written from/in an inappropriate address if the data is read/written from/in a disk with defective logical format, and the previously recorded data is destroyed. SOLUTION: A command determination unit 101 to determine whether or not a received control command is executable, and a logical format inspection unit 102 to inspect whether or not the logical format of the disk is defective are provided, and the command is executed only when the command is executable, and the logical format is not defective.
