PROBLEM TO BE SOLVED: To easily recognize the photographing direction of a monitor camera. SOLUTION: An image according to a video signal obtained by a monitor camera 1 equipped with at least one of a turning mechanism 13 and a zooming mechanism 14 is displayed on a display unit 2. The system is equipped with a storage means 34 for storing still image information photographed about the whole photographing range by the monitor camera 1; a generating means 31 for extracting image information from the storage means 34 to place the center of an image angle on the center of the image according to image angle changes occurred at the monitoring camera 1, in response to a control information inputted from an inputting means 5, for inputting the control information for controlling the turning mechanism 13 and the zooming mechanism 14, and for generating bird's-eye view image information; and a display control means 33 for displaying a bird's-eye view image based on the generated bird's-eye view image information on a display device 4.
