PURPOSE: A system for managing network resource and a method for managing security control are provided to guarantee the stability of a network by managing and controlling the network resource efficiently and collectively, and strengthening a security control function for a user on the intranet. CONSTITUTION: Fine-net agents(126a) transmit the information of the network resources to the main-net by installing to one host computer of each sub-net and catching a packet of the sub-net, and control the network resources according to a control instruction transferred from the main net. A fine-net server(112) stores the network information collected from the fine-net agents(126a) in a database(112a) by installing to the main-net, approves an IP(Internet Protocol) matched with a Mac address by searching the database(112a) if the IP is requested, or automatically approves or interrupts connection according to a set mode in case of a new host, transfers a restriction instruction to the fine-net agent in case of the harmful site connection by monitoring the Internet connection of each host, and provides an operating state of the network through statistical process.
