PROBLEM TO BE SOLVED: To reduce character recognition inability and erroneous recognition even when a character can not be specified by pattern matching, and to process at high recognition processing speed in recognition of a normal character font. SOLUTION: A primary determination process is carried out by comparing a read character image with a prestored dictionary font by pattern matching, calculating a difference value, and carrying out character recognition on the basis of a result. When a difference of the difference value is large in the primary determination process, a secondary determination process is carried out by extracting a feature part inherent to the character, determining whether or not it satisfies a feature point, and specifying a character.
