PURPOSE: A catalyst composition for preparing polyester is provided, which enables preparation of resin having superior color and static electricity impressing characteristics during forming of film and has merits of minimizing content of heavy metal such as antimony. CONSTITUTION: The catalyst composition for preparing polyester comprises 0.5 to 20 moles of alcohol solvent having two or more hydroxyl groups, 0.1 to 4 moles of organic phosphorus compound represented in the formula 1 and 0.1 to 4 moles of salt of alkali metal ions for 1 mole of at least one compound selected from orthoester or condensed orthoester of titanium, zirconium and aluminum, wherein formula 1 is represented as (R'O)P(o)(OR1)CHRCO2R'', where R, R' and R'' are alkyl, aryl, alcohol or polyol group, and R is H or phenyl group, wherein base of the alkali metal ion is lithium monovalent cation base, wherein the organic phosphorus compound is phosphonoacetic acid derivative in which carboxyl substituent is at the position of alpha carbon, and wherein the alcohol solvent is a solvent selected from ethylene glycol, propylene glycol, butanediol, neopentyl glycol, and cyclohexane dimethanol.
