PROBLEM TO BE SOLVED: To enable stable and reliable communication by enabling an ideal communication infrastructure to be built.

SOLUTION: A trunk communication cable 11 is passed within a main pipe 2 provided with a manhole 4 and a branch pipe 3. Within the manhole 4, a part of the trunk communication cable 11 is separated as a branch communication cable 12, and the branch communication cable 12 is wired to a connection object from the branch pipe 3.
