PROBLEM TO BE SOLVED: To obtain a surge absorber, and its manufacturing method, which can form on an insulating board in a step-less state a transient voltage protection material, doing away with a bank while securing an excellent mountability by levelling the top face with a transient voltage protection material formed, and to enable improvement of mounting efficiency, thinning and cost reduction of the surge absorber. SOLUTION: The surge absorber 21 is provided with an concave part 25 formed on the top face of an insulating board 23, a transient voltage protection material 27 put in the concave part 25 and hardened to be of the same plane as the top face of the insulating material 23, and a pair of discharge electrodes 29, 29 formed on the insulating board 23 extended from the top of the insulating board 23 and opposing to each other on the transient voltage protection material 27 separated by a discharge space 31.
