A transmittability reference deciding part (105) grasps, based on information from an upper-order network, the presence of communication terminals existing in the vicinity of the edges of mutually adjacent cells. A scheduling part (107) performs a scheduling that inhibits the communication terminals existing in the vicinity of the edges of the mutually adjacent cells from performing their upstream transmissions at the same time. This scheduling information is transmitted to the communication terminals. Then, the communication terminals perform, based on this schedule, their respective upstream transmissions. This can improve the throughput of upstream packet transmissions.
|
