A rotating tool for removing paint and rust, and for preparing surfaces for painting and surface treatment has a frame comprising two discs linked by a ring of bars. Loose cutting rings are fitted to the bars, with the outer edge of the rings shaped for abrading. The rapidly rotating tool throws the rings outwards for a controlled abrading process with a long operating life for the cutting rings.
