The device (1) is assembled of a circular housing (2), open at the bottom and accommodating the water distribution mechanism, three rollers (3), and a handle (17, 18, 19) also serving as a water supply duct. The lower rim of the housing (2) is sealed against the floor with two strips of rubber (9) with rectangular recesses along their lower edges joined along the rim behind each other and the recesses of one strip positioned in front of the extensions of the second strip.
