PURPOSE:A liquid cosmetic, obtained by electrostatically adsorbing an inorganic pigment having low toxicity as a colorant on the surface of resin powder to give a colored processed powder, and sepcifying the particle diameter within a given range, having a relatively low viscosity, stably dispersible with little settling for a long period and extrudable through pens or pencil-type makeup tools. CONSTITUTION:A liquid cosmetic consisting of a colored processed powder obtained by mixing and grinding an inorganic pigment approved as a material for cosmetics (having preferably about 1/10 or less of the diameter of resin powder to be used) with resin powder such as cellulose acetate, vinyl acetate, nylon, polystyrene or polyethylene (having particularly preferably 0.2-30mu average particle diameter), and electrostatically adsorbing the inorganic pigment on the surface of the resin powder, propylene glycol, glycerol or polyethylene glycol alone or a mixture thereof as a freezing inhibitor and purified water. The viscosity of the liquid cosmetic is preferably 1.5-700cps.
