PROBLEM TO BE SOLVED: To provide a foaming agent for a practical polyurethane foam by using an active methylene compound. SOLUTION: This polyol composition is used for producing a polyurethane foam by mixing with an isocyanate component consisting of a polyfunctional isocyanate compound, foaming and curing. The polyol composition contains the polyol compound having polyfunctional active hydrogen groups, a catalyst and a foaming agent which is a polyol composition containing water and at least one kind of active methylene group-containing compound.
