PROBLEM TO BE SOLVED: To provide a light modulator capable of suppressing a light reflecting member and a counter electrode from sticking to each other while suppressing an increase in potential difference between both of them. SOLUTION: A light modulator which is provided with a light reflecting member 1 for reflecting the incident light L from a light source by a front surface, a counter electrode layer 23 faced to the rear face thereof via a gap G, and a substrate 20 for supporting the light reflecting member 1, and which varies the reflecting direction of the incident light L by bending the light reflecting member 1 toward a counter electrode side using the substrate inner edge E as a bearing shaft by the potential difference between the light reflecting member 1 and the counter electrode layer 23, is configured so that the counter electrode 23 is provided with a 1st counter electrode part 22a and a 2nd counter electrode part 23b arranged at the position nearer the substrate inner edge E and the light reflecting member 1 than the 1st counter electrode part 22a, and the potential difference between the 2nd counter electrode part 23b and the light reflecting member 1, and the potential difference between the 1st counter electrode 23a and the light reflecting member 1 can be set individually.
