PROBLEM TO BE SOLVED: To determine factor of a passage network and a rotation seal. SOLUTION: In place of a conventional determination method of the gas passage network of a turbine, an effective opening area of a communication part passage and a pitch diameter of the rotation seal are determined to minimize a deviation from a predetermined value of the effective opening area of the communication part passage, while meeting a gas pressure condition that a pressure of a chamber at an upstream side of a gas flowing in the communication part passage is greater than that of a chamber at a downstream side, a pitch diameter condition that the pitch diameter of the rotation seal is more than a minimum pitch diameter and less than a maximum pitch diameter, and a thrust force condition that a sum of thrust forces acting on a rotating rotor is more than a minimum thrust force and less than a maximum thrust force.
