PROBLEM TO BE SOLVED: To control an engine operation character changing means so as to be in a state of standby for a locking engagement such that an engagement of a locking means is surely performed when required to be locked to one operating state, in the engine operation character changing means which variably controls an intake compression ratio, and is locked when an working fluid pressure is not supplied, and is released, when the working fluid pressure is supplied, from the locked state and is locked to the one operating state controlled by an oil pressure operation type locking means. SOLUTION: When the internal combustion engine is stopped and the working fluid pressure is removed, the engine operation character changing means is set to an attitude in which the working fluid is easily discharged from the locking means by gravity.
