<P>PROBLEM TO BE SOLVED: To properly utilize a charged particle beam irradiator on the basis of the relation between the absorptance and the reached depth of a charged particle beam for the energy of each charged particle beam. <P>SOLUTION: This device consists of a first charged particle beam irradiator 3-1 which generates a first charged particle beam 9-1 applied to a fluid 2 in a specified region to be irradiated, and a second charged particle beam irradiator 3-2 which generates a second charged particle beam 9-2 applied to the fluid 2. A first vector of the charged particle beam 9-1 in a first fluid emitted from a first emission face 8-1 is different from a second vector of the charged particle beam 9-2 in a second fluid emitted from a second emission face 8-2, and the charged particle beam 9-1 in the first fluid and the charged particle beam 9-2 in the second fluid also overlap each other in the region to be irradiated. The overlap mitigates the degree of nonlinearity in the nonlinear relation between a flying distance and the absorbed rate of the charged particle beam.
