<P>PROBLEM TO BE SOLVED: To prevent shift of sampling timing caused by a temperature change. <P>SOLUTION: An optical pulse P entering at a prescribed cycle from a pulse light source 21 is allowed to enter the one end side of a dispersion reducing fiber 28, and a narrower optical pulse P' passing the dispersion reducing fiber 28 and emitted from its other end side is allowed to enter a sampling part 50. On the other hand, light X to be measured entering from an input terminal 20a receives a delay from a light delay means 30, and delayed light X' to be measured is allowed to enter the sampling part 50 and sampled by the optical pulse P', and a pulse signal Es acquired by the sampling is outputted.
