PROBLEM TO BE SOLVED: To provide a device of detecting the number of rotations per unit time simply easily detecting the number of rotation of a body even if it is a generally used body, and to provide a system for measuring the body and a method of measuring the number of rotations per unit time. SOLUTION: This detecting device detects the number of rotation of a rotating body M, and comprises a signal dispatching means 10 dispatching a signal having a constant frequency to the body M; a signal receiving means 20 receiving a signal reflected from the body M; and a signal processing means 30 inputting the reflected signal received with the signal receiving means 20 and forming a frequency spectral function of the reflected signal, and the signal processing means 30 calculates a frequency band where the intensity of the reflected signal becomes the specified value or more in the frequency spectral function. Even if the body M is a generally used body, speed in the tangent direction on the surface of the body M can be obtained. COPYRIGHT: (C)2004,JPO
