PROBLEM TO BE SOLVED: To develop a matte anionic electrodeposition coating excellent in storage stability, finishing properties and dice mark-concealing properties. SOLUTION: A water-dispersible vinyl copolymer resin (A) is obtained by radically copolymerizing a hydroxy group-bearing unsaturated monomer (a), a carboxy group-bearing unsaturated monomer (b) and other radically polymerizable unsaturated monomers (c) in a first step reaction. An epoxy compound (d) bearing at least one epoxy group and a hydroxysilane group in one molecule is heated in the presence of the water-dispersible vinyl copolymer resin (A) to give an aqueous resin (I) in a second step reaction. The matte anionic electrodeposition coating comprises an emulsion obtained by compounding the aqueous resin (I), a crosslinking agent (II) and a basic compound (e) and dispersing the resultant compound in water.
