PROBLEM TO BE SOLVED: To provide a surface/back turning device capable of surely shortening processing time for surface and back turning of paper sheets. SOLUTION: In this surface/back turning device 10, when paper sheets 14 are carried, the paper sheets 14 are held between a carrier belt 17 and a reversing member 16, follow up the movement of the carrier belt 17 and move to the carrying direction. At this time, because the carrier belt 17 is laid on a peripheral surface 16a along the oblique direction of the long direction of the reversing member 16, the paper sheets 14 are carried while being wound around the peripheral surface 16a and are turned over in surface and back while rotating. The surface/back turning device 10 can turn over in surface and back while carrying the paper sheets 14 and shorten processing time for surface and back turning of the paper sheets 14. The paper sheets 14 can be surely turned over in surface and back while restricting the movement of the paper sheets 14 in the middle of carrying by sliding and guiding the surface of the paper sheets 14 by a guide means 31 when turning over in surface and back.
