PROBLEM TO BE SOLVED: To provide an extrusion foamed-plate of a polystyrene resin that causes only limited metal corrosion of the interior of an extruder therefor, that has excellent flame retardance, and that furnishes very consistent extrusion and foaming behavior, and to provide a method for manufacturing the plate. SOLUTION: According to the manufacturing method, a foamable molten resin composition obtained by kneading at least a polystyrene resin, flame retarding agent, foam regulating agent and foaming agent is subjected to extrusion-foaming to form the foamed plate of a polystyrene resin having an apparent density of 22-60 kg/m<SP>3</SP>and a thickness of 10-150 mm. The flame retarding agent can be selected from the group consisting of (i) a brominated isocyanurate, (ii) a brominated isocyanurate together with a diphenylalkane and/or diphenylalkene, (iii) a brominated bisphenol together with a diphenylalkane and/or diphenylalkane (iv) a brominated isocyanurate together with a brominated bisphenol, and (v) a brominated isocyanurate and a brominated bisphenol together with a diphenylalkane and/or diphenylalkene.
