PROBLEM TO BE SOLVED: To prevent the fear that the housing environment of neighboring residents is damaged by a sound, vibrations or the like because piles are removed without largely excavating the peripheries of the piles, and to largely improve operating efficiency because reinforcements are cut surely even when there are the reinforcements in piles and the whole piles are cut in a required depth without a breaking. SOLUTION: The existing pile 1 is inserted into a ground so as to be made eccentric and surrounded while an excavating casting 3, in which cutters 15a, 15b and 15e are projected from the inner peripheral surface of a casing head 3b, is rocked and rotated by a pile-positioning device. The excavating casing 3 is turned on the whole periphery and the existing pile 1 is cut from an outer peripheral section by the cutters 15a, 15b and 15e, and the treated existing pile is extracted by a tile-pebble removing means such as a hammer grab.
