<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for forming images by which image density is stabilized simply and precisely. <P>SOLUTION: A toner image consisting of a group of 1-dot lines of 1-ON and 1-OFF, e.g. is formed as a patch image for low density by each DC development bias condition while increasing the absolute value of a DC development bias Vavg step by step from the minimum value Vmin to the maximum value Vmax of a density saturation range while fixing exposure energy to reference energy E2 in a gradually approaching range. Then, from among patch images formed like this, the DC development bias when density is nearly coincident with a target density set in advance is obtained and the value is stored in a memory 127 as an optimal development condition.
