PROBLEM TO BE SOLVED: To accurately concentrically mount a valve seat of a valve seat member and a valve element, and to improve the adhesion and the like of the valve seat member and the valve element, when the valve is closed. SOLUTION: A magnetic cylindrical member 2 is configurated as a stepped cylindrical member having a large diameter part 3 at its one axial side part, a middle diameter part 4 smaller than the large diameter part 3 located at an axial intermediate diameter part, and a small diameter part 5 smaller than the middle diameter part 4 and located at the other axial side part, the valve seta member 9 is press fitted inside of the small diameter part 5, and the valve element 11 is slidably accommodated. Accordingly, the valve seat member 9 and the valve element 11 are mounted in one small diameter part 5 together, and can be accurately positioned on a concentric position. A core cylinder 8 is press fitted in the middle diameter part 4 independent from the small diameter part 5, so that the deformation of the small diameter part 5 caused by press-fitting the core cylinder 8 is prevented.
