PROBLEM TO BE SOLVED: To provide a flame retardant having a high safety and used for performing flame retardant, insecticidal, fungicidal and bactericidal treatments easily on a member to be penetrated such as wood, cloth, paper, etc., (at least on the member to which chemicals can penetrate on its surface) especially a wood construction material and wood building. SOLUTION: This flame retardant can be used for performing the flame retardant, insecticidal, fungicidal and bactericidal treatments by one time treatment on the member to be penetrated such as the wood, cloth, paper, etc., especially on the wood construction material and wood building by adopting a constitution of adding and mixing powder having a function of generating negatively charged particles with the flame retardant.
