PROBLEM TO BE SOLVED: To provide a front surface film for flat display panel in which a repair line by which repair processing can be performed simply is previously wired, and a flat display device using this film.

SOLUTION: Since a repair line 24 is formed on a film 2, electrical continuation is recovered simply and smoothly and repair processing can be performed by utilizing the repair line 24 formed on the film 2 without arranging a repair line newly when disconnection is caused in an address electrode 14, for example, in the case of plasma display.
