PROBLEM TO BE SOLVED: To provide a fixing device for obtaining a stable fixing image by restricting a toner backward blow-off phenomenon or a toner offset even when accelerating a printing speed, and to provide an electrophotographic printer. SOLUTION: The fixing device includes: a pressure member 3 which consists of a fixing member 2 provided with an insulation layer on the front surface and with a cylindrical conductor part for fixing toner adhered onto a recording material with an electrostatic latent image formed thereon, by press-fixing the toner with heating from an enclosed heat generating body while rotating, and also consists of an elastic layer formed in a cylinder type, and a conductive layer formed on the front surface of the elastic layer, and which carries the recording member by cooperative rotation with the fixing member while pressing so as to be in press-contact with the fixing member; a grounding part 34 for grounding the front surface of the conductive layer of the pressure member; a means for impressing desired potential on the conductor part of the fixing member, and changing it; and a destaticization means for removing potential charged onto the insulation layer of the fixing member through the use of desired potential.
