PROBLEM TO BE SOLVED: To provide a method, an apparatus, a system and a program for locating a thunderbolt position without an error depending on a landform. SOLUTION: In the method, the thunderbolt position is located by locating a point having a propagation distance difference generating an arrival time difference on the basis of a difference, in the time in which lightning radio waves generated by the thunderbolt reach at least three receiving stations. A point having a horizontal distance difference generating the arrival time difference is calculated by using the horizontal coordinates of the respective receiving stations R1, R2, R3 as references, the point is used as a temporary thunderbolt position, and the temporary thunderbolt position is corrected to the thunderbolt position evaluating the arrival time difference by a creeping distance along irregularities on the surface of the earth. That is to say, a thunderbolt position found by a conventional system is corrected as the temporary thunderbolt position so as to be matched to an evaluation by the creeping distance.
