PROBLEM TO BE SOLVED: To provide a drive transmission switching device and a paper feeding device capable of surely switching the transmission of driving force while minimizing the impact, and to reduce the noise of the entire device. SOLUTION: A peripheral speed in fitting a second partially missing gear 6-1 to a driving gear 7 is made to be approximately agreed with a peripheral speed of the driving gear 7 by reducing an elastic term of spring force of a spring member 6-3, adding viscous resistance by sealing grease in a partially missing gear unit 6, and adding the frictional resistance between gears 6-1, 6-2 of the partially missing gear, whereby the noise of the entire device can be reduced.
