PROBLEM TO BE SOLVED: To provide a polyolefinic open-cell foam which is excellent in the sound absorbing effect and besides in the weatherability, chemical resistance and water resistance and to provide a manufacturing method thereof. SOLUTION: The polyolefinic open-cell foam obtained by foaming by heat in an aired metal mold, the foamable and crosslinkable composition, in which a polyolefin resin is added and kneaded with an active component to increase the dipole moment magnitude, a foaming agent, a foaming auxiliary and a crosslinker, to thereby produce a foam, and next by open-cellularizing the above foam by giving a mechanical deformation, and the manufacturing method thereof are provided.
