PROBLEM TO BE SOLVED: To prevent supply of an auxiliary stream of the rated capacity or more of an auxiliary boiler from being required for feed water heating, and continuation of operation of a power generation plant of a fast breeder reactor from being hindered, without increasing the capacity of the auxiliary boiler more than needed, even if transient variation, etc., occur in a flow rate of water being fed and flowing, when the flow rate of water is controlled in a low flow rate region in the initial stage of a start of the power generation plant. SOLUTION: In the initial stage of the start of the plant, an opening instruction signal outputted from a function generator 44 is fixed to the upper limit value of an opening instruction signal for time when feed water heating by the auxiliary steam is performed. Consequently, an opening instruction signal outputted from a lower value selector circuit to a feed water control valve 18 is always lower than the opening command signal for time when the feed water heating by the auxiliary steam is performed.
