PROBLEM TO BE SOLVED: To provide an organic solvent-type finishing paint composition comprising an acrylic resin containing a hydroxy group and a (blocked) polyisocyanate compound forming a weather and fouling resistant film with favorable recoating property. SOLUTION: The organic solvent-type finishing paint composition comprises the hydroxy group-containing acrylic resin and the (blocked) polyisocyanate compound blended with (1) an organic phosphorus compound soluble in an organic solvent, soluble or insoluble in water and capable of causing hydrolytic reaction or (2) an organosilane of the formula: R<SP>1</SP>Si(OR<SP>2</SP>)<SB>3</SB>and/or its condensate with a condensation degree of 60 or less, a surfactant with an HLB of 1-20 and the above organic phosphorous compound. The above solvent-type paint composition is prepared by blending 0.01-10 parts of the organosilane, 0.01-5 parts of the surfactant and 0.5-10 parts of the organic phosphorus compound in 100 parts of the solid resin.
