PROBLEM TO BE SOLVED: To prevent a differential settlement and a liquefaction phenomenon of a ground generating in an earthquake. SOLUTION: A water permeable stratum is put to reduce the moisture content of a muddy sediments in a reclaimed layer. By bailing out water in the layer after completion of the work, differential settlement or liquefaction of the ground is prevented. To put it concretely, numbers of time, grits, bio-pieces, pumice, and coarse grain like pumice are scattered to form a substantially uniform thickness horizontally in the reclaimed layer. After completion of the work, a strainer is installed in the water permeable layer composed of grits, bio-pieces, pumice, etc., underground water is pumped up to lower the ground water level and the water content in the muddy sediments in the reclaimed layer is lowered to prevent differential settlement or liquefaction of the ground.
