PROBLEM TO BE SOLVED: To provide a coating material composition having excellent moisture permeability together with waterproofness, and a method for forming a coating film having waterproofness and resistance to blistering on the surface of a mortar. SOLUTION: The coating material composition comprises (a) spherical particles having an average particle diameter of 30-100μm and (b) a pigment so as to render the sum amount 50-90 vol.% in the total solid content of the coating material and, simultaneously, at a volume ratio of the spherical particles (a) to the pigment (b) of 2:1 to 10:1. The coating material composition comprises organic polymer beads or glass beads as the spherical particles (a). The method for forming a coating film having waterproofness and resistance to blistering on the surface of a mortar, particularly on the inner surface of a pool comprises coating the above coating material composition on the surface of mortar.
