PROBLEM TO BE SOLVED: To solve the problem that, when a cylindrical image carrier of a large diameter is used, a transfer bias applied in order to transfer a toner image on the image carrier to a transfer material (recording medium) causes the transfer material (recording medium) to electrically attract to the image carrier, which results in difficult separation. SOLUTION: Surface roughness in which one or more tops are present for each of pixels composing an image and a distance between the tops is greater than a toner particle diameter is formed on an elastic layer and a surface layer composing an image carrier. Thus, a gap between the transfer material (recording medium) and the image carrier is made large to weaken electrical attracting force, thereby easily separating the transfer material (recording medium) from the image carrier.
