PROBLEM TO BE SOLVED: To provide a surface material for a heating carpet which raises durability to the local load, a size stability upon heat generation of the heating carpet and enables more delicate design. SOLUTION: The material consists of a laminated layer of a surface protection layer 5, a core material layer and a heat insulating layer 7. The surface protection layer 5 is a transparent synthetic resin film 9 of which a printing design 8 is attached to the back. The core material layer 6 is the layer where a reinforcement material 12 is provided between an upper and a lower resin layer 11a, 11b. The core material layer 6 retains the shape of the layer and disperses force applied to a heat generating wire 2 wired to a base material 3. At least, the surface side resin layer is white and conceals the color of the heat insulating layer 7. The heat insulating layer 7 made of felt covers the surface of the heat insulating layer 13 of the base material 3, and the heat generating wire 2 is buried between the heat insulating layers 7, 13.
