PROBLEM TO BE SOLVED: To operate a sealing member installed on the open portion of the base of a liquid container through an upper surface in an engaged state and facilitate the exchange of the sealing member during the setup in component assembling for a liquid filled-in type vibration-resistant mount and a liquid filling device, which uses the container with a small capacity. SOLUTION: The device for filling-up liquid is comprised of descending the liquid container 20 arranged at an upper part against a body 1 retained upward, assembling the open portion 22 on the base 21 in a sealing state, letting liquid flow into the inside of the body 1 by supplying the liquid over the base 21, storing the liquid over the base 21, and assembling a component such as partitioning body or the like on the body 1 in liquid. The sealing member 50 is installed on the open portion 22 of the base 21 of the liquid container by an engaging means through a lower surface side. A notch 55 for operation in an engaged state is arranged on an upper surface of an outer peripheral body 51 of the sealing member 50, and the sealing member is operated through the upper surface side in an engaged state.
